“You cannot deliver equitable care to the community if the staff delivering that care don't experience equity, psychological safety, or human-centered leadership internally.”

Build Better Leaders

Human-centered leadership that moves beyond awareness.

The Equity Culture Shift™ gave participants a structured way to examine leadership, workplace experience, personal wellbeing, and practical behaviors they could apply immediately.

The organizational challenge

Moving equity from policy to lived workplace experience.

For Public Health Week 2026, Warren County Health Department engaged Brooks Consulting & Training Solutions to create a staff experience connecting health equity, workplace equity, and leadership practice.

The premise was intentionally broader than a traditional equity workshop: the quality of service an organization provides externally is connected to what employees experience internally.

The engagement was designed to help staff examine how psychological safety, burnout, trauma awareness, accountability, values, and equity show up in everyday work—not simply understand the concepts intellectually.

Evidence of Training Effectiveness

We identified the leadership needs first. Then we built the training to address them.

The Equity Culture Shift™ was not a one-size-fits-all training. The pre-training baseline identified specific workplace and leadership conditions requiring attention. The intervention was then designed around those needs, and post-training evaluation results showed that respondents felt prepared to apply the corresponding leadership practices immediately.

Baseline Need

Psychological Safety

Baseline responses identified concerns about employees' mechanisms for reporting unfair treatment or bias, with 26 of 39 respondents rating those channels 3 or below.

Post-Training Readiness
81.3%

of post-training survey respondents reported feeling prepared to immediately apply practices for creating psychological safety.

Baseline Need

Burnout Prevention

Organizational resources and support for preventing burnout averaged 3.55 out of 5, identifying burnout prevention as an area for development.

Post-Training Readiness
68.8%

of post-training survey respondents reported feeling prepared to immediately apply practices for recognizing and preventing burnout.

Baseline Need

Trauma-Informed Leadership

Trauma-informed leadership averaged 3.42 out of 5 in the baseline, making it one of the clearest leadership-development opportunities identified before the training.

Post-Training Readiness
62.5%

of post-training survey respondents reported feeling prepared to immediately apply trauma-informed practices.

Baseline Need

Compassionate Accountability

The baseline surfaced opportunities around role clarity and balancing empathy with performance expectations. Only 9 of 39 respondents reported that role expectations were always clearly defined and consistently communicated.

Post-Training Readiness
68.8%

of post-training survey respondents reported feeling prepared to immediately apply learning through compassionate accountability conversations.

Baseline Need

Equity in Leadership & Service

Baseline findings around reporting unfair treatment or bias reinforced the need to connect equity with employees' everyday leadership and workplace experience.

Post-Training Readiness
62.5%

of post-training survey respondents reported feeling prepared to immediately apply learning for advancing equity in leadership and service.

The Effectiveness Story

Assess the need. Target the intervention. Equip people to respond.

Every major development area highlighted in the baseline was directly addressed through The Equity Culture Shift™, and post-training respondents reported readiness to put the corresponding leadership practices into action. Across every application area assessed, at least 62.5% of respondents reported being prepared to apply the learning immediately.

Assessment-informed design

Start with the workplace experience—not a generic curriculum.

A 40-response pre-training baseline survey examined workplace and leadership conditions before the intervention. The findings created organizational context for a learning experience built around Dr. Brooks' Human-Centered Leadership Model™.

What the baseline surfaced

The baseline identified several areas warranting attention, including organizational support for burnout prevention, trauma-informed leadership, the balance between empathy and expectations in performance review, channels for reporting unfair treatment or bias, and clarity of role expectations.

Why that mattered

Instead of treating equity as an abstract idea, the engagement connected it to conditions employees actually encounter at work. That made the learning relevant to leadership behavior, staff wellbeing, organizational culture, and service delivery.

The intervention

From awareness to self-knowledge to action.

The Equity Culture Shift™ was designed as a guided, participatory experience—not a lecture. Staff moved through shared learning, individual assessment, personalized interpretation, and practical implementation.

01

Build Shared Language

Health equity, workplace equity, psychological safety, and the Human-Centered Leadership Model™ were established as a common foundation.

02

Assess

Staff completed a 41-item leadership and personal wellness assessment examining eight domains connected to how they lead, work, and experience the workplace.

03

Personalize

Each participant received an immediate profile with domain-level results, a leadership archetype, and individualized implementation strategies.

04

Dr. Brooks connected the individual findings back to team culture and translated the learning into practices staff could begin using in day-to-day work.

Why the engagement matters

More than a workshop.

The Warren County Health Department engagement demonstrates an assessment-informed approach to leadership development: establish organizational context, teach a research-informed leadership framework, help employees examine their own practice, provide individualized tools for change, and measure the participant experience afterward.

For the organization

The engagement created a structured way to surface workplace conditions, build shared language, and connect equity to the everyday leadership practices that shape employee experience.

For participants

The experience moved beyond awareness by giving staff personalized data, practical strategies, continued resources, and a framework they could apply in their actual work.
